Can’t rank up 6*s

So it takes 7 T4 basic to rank up a 6* to rank 2
As a lvl 48 I’m trying to rank one of mine up but it will only allow me to hold 6 catalysts is this a level issue?

Yes it is. You can also buy the sigil
