This is false information actually, you just needed to explore heroic and beat master to rank him up fully. If you explored heroic, normal, and beginner, you could rank him up, or if you just explored master you could. Back then, master was hard to explore.

No, dude. You’re off by a level. They renamed uncollected difficulty “epic” that month and opened it to more players. Master was perfectly manageable. I started in 2017 and that was coincidentally the month I cleared 5.4.

I think you’d get it by epic alone, or master+heroic. You got 1 for beginner, 2 normal, 5 heroic, 15 master and 25 epic.

I can't speak for the specifics, but if they ban your Account and you make an Alt, they can tell you came back.
