Becoming throne breaker issues

I am a cavalier player trying to become throne breaker, I have completed act 6 and all I need to do is get a 6* to rank 3 I have all the catalyst but the cap is 3 to basic I have an extra in the overflow as shown in the video why isn't the cap at 4 ?

U need to lvl up to lvl 60

best option for you is to try to rush to level 60 which isn't too bad if you have alot of exp boosts, but if you don't wanna grind out exp just get the sigil and you'll be able to claim it

Grind out act 4 exploration with xp boosts. Ur lucky that ur lvl 59. My friend who was lvl 55 spent a few weekends to grind it out
