Hello, I’ve heard the minimum to participate in gifting is lvl 15 and act 2 completion. Can anyone verify this or if incorrect what is the minimum to participate?

Here is last year's announcement. I don't remember a minimum level or act completion requirement mentioned. Only that you had to be with your alliance for a minimum of 14 days before your points counted.
