2020 gifting event requirements

I can't find the 2020 gifting event post, who knows what the summoner requirements were to qualify last year?

They said level 15 and cleared act 2

They will undoubtedly be different this year. That's my guess.

Probably act 3 with the shortening and dunno what level they will feel is appropriate
