Something Wrong with Spidey 2099 and Anti Venom Synergy???

At the start of the fight inflict a Wither debuff reducing ability power rate by 125% for 15 seconds.

Now I've seen videos from a month or so ago where this is working and the defender gains no power for 15 seconds essentially but I've tested it on all classes and the defender is still gaining power normally.

Is this bugged??

Noticed the same thing when I tested it out with my 5* S2099 & AV.. think it is bugged.

You are talking about power gain and not regular punching, right?

Ability Power Rate =/= Combat Power Rate

The latter is what is received by hitting and being hit

The former is things like Power Gain etc

YAHTZE or however you spell it lol ... yep that's exactly it. I finally figured it out after researching ... yet another thing to stack on the wall of confusion along with passive, not passive, debuff, not debuff, buff but passive when it's in conjunction with the full moon LOL

I clearly misread it as I expected all avenues of power gain to be reduced.
