When is the deadline to use Valor Points? Is it December 6?

Is there a final final deadline for spending Valor Points? Please advice. Thanks.

6 Dec 10am PST time is the cut-off to earn Valor.
I don't see the last day or time to spend it yet. Maybe I've missed it.
