Level 40 for gifting

I am really close to level 40 on my alt account.
I do not remember reading it but was there a cut off date to when you have to hit level 40?
I have already fulfilled the other requirements.

The only cutoff date is when your account was created, if you meet that then once you hit 40 you'll be able to gift.
