Did you complete Act 4 and are you level 40?
If not, those are the requirements.

Try restarting the game. Also on the Home Screen tap the gear icon and go to support. They can’t help you on forums.

Hey there, as others have mentioned, you'll need to be level 40 and have completed Act 4. You can find more details on the requirements in your in-game mail. If you meet the requirements but don't have the badge still, you can contact our Support Team to have them look into it. You can reach them from the game’s home screen by clicking the gear-shaped icon in the top-left corner of the screen and scrolling down to the button labeled “Support”. You can also reach them here.
