Yes he is.

Very good lane clearer and amazing damage as well as easy play style.

Most people just say he has too little Utility.

He has easy access to incinerates, incinerate immunity, Passive Prowess, Perfect Block, Increased Stun Duration. That’s good enough imo

Damage, incinerate immunity, perfect block. Definitely lacking some utility lol. You also forgot to mention his power gain from his incinerates which is pretty solid. Still needs more.
