Is war season delayed or not?

There was a post on here (replying in a thread) by Kabam Boo that said war season was delayed.... there was no announcement... no in game message.. nothing.
I then get the war season is open message in game?
My ally started a one bg war (as we do in the off season).... based on the Kabam Boo reply. Are we royally screwed or is it delayed? What's going on?
