Event quest legend run

Can someone please explain how the event quest legend run works? I know its the fastest time to 100% heroic and master, but is it measured by fight time or time spent including loading times?

I thought they changed it, but thanks. I wont even try then. I'm on android.

They changed it for the story legends runs, but kept it the same for the EQs
