Which seems to be the opposite of how they evaluated Invisible Woman:

I wonder why they don’t care about synergy anymore. Since that’s clearly the case, it would seem IW is ready for her rebalance since they were only holding off to see how (now irrelevant to the program) synergies influenced her value.
Her damage is lower than average, possible causes of this are that her baseline stats are too low, and that she has a higher than average skill requirement to play.
Damage mitigation is good in some modes, but not in others.
She’s performing very well as a defender.
We will wait to see the effect that Mr Fantastic and his Synergies have on her performance.
But now, the new program is based on solo performance, not synergies.
I have no idea what people are asking for. Kabam said IW stinks but she might be good with synergies. That’s what her rebalance (which never happened) was based on. (They never followed up but I think we can safely assume after two years she’s not changing). Now the new program states it’s based on only champion stats, not synergies. I’m wondering why the change.
With that change being the case, since they already said IW performs poorly without synergies (that’s why she needed to be evaluated with the ‘full fantastic 4’), I’m wondering why she wouldn’t fall into the newly established criteria of bad champs need rebalance since synergies aren’t taken into account.
A warm greeting, a refresher on what their attributes system is, them clearing up what misconceptions there may be. The establishment that they applied this attribute system to Scorpion and Black Cat.
No words about Scorpion and Black Cat being part of the rebalance system.

I think Kabam DID mean that since they've been added to the attributes system then it means they're also kicking off the re-balance program, but it was never CLEARLY announced anywhere like when they announced that Betsy Braddock and Omega Sentinel weren't going to start off the re-balance program:

So yeah I think the intention of saying Scorpion and Black Cat would kick off the re-balance program was there, but it wasn't communicated/executed properly and clearly.
EITHER WAY.... I just wanted people to know that Black Cat and Scorpion were confirmed to be part of the program since there was so much uncertainty about it.

Not sure why you're pointing out the difference between attributes and rebalances, but nowhere was it said either one of them needs rebalanced yet.
Curiously enough it's from a completely different post than what you claimed was proof that Scorpion and Black Cat would be rebalanced.
I could be wrong but the way I see it is that they announced both at the same time so the whole buff process would be streamlined from their view. But even then attributes are just there to show a champ's uses albeit that they tend to be inaccurate. In reality it's just for show but I feel it was also put in place to compliment the program by highlighting the changes.

1 - it claimed they will get scores for 100 champions before launch - that was a lie.
2 - they said they will update us on launch dates before the launch - that was a lie.
3 - the post that they did make on attributes beeing live on black cat does not include the word balancing a single time.
