Why is the t3cc cap so low?

Just had to pop 41 t3cc crystals to get 2 mutant 🙄 which alerted me to the fact that the cap space for t3cc is rly low compared to t4cc, anyone know why this is?

It would takes weeks to form one in the bad old days.
