She has to right? She's clearly too over powered.
I need to know if she's going to get nerfed before i decide to rank her up.

She just got redone and there is no chance for them to "trash out" the work involved.
Then, there is the two sides of this, which are whether you use her or you face her.
If you face her and gets difficult or turns into a massive damage dealer monster, I assume it should go for the "Balance her please", then if you use her and she turns into a massive damage dealer monster", I assume it should go for the "she is ok as she is right now, don't touch her".
It happened with dr strange way long ago, it happened with scarlet witch (OG) long time ago (one of the "reasons" for not having/releasing her over 4*), it happened with hiperion, Cosmic Ghost Rider, Dr Doom, and so on.
Players all have the chance to read a characters profile, to go deep down into its mechanics and to develop a strategy or gameplay that works around that.
For example you have mr fantastic that causes you Damage over time and other disadvantages, so then it also came someone who went deep down the mechanics and now instead of losing characters, they recover by way of masteries.
There are tons of different mechanics you can apply, adopt, create and develop as well as gameplays, styles and scenarios, plus masteries, synergies, pre fight habilities, un/awakened champion, etc, that you can literally do unbelievably fine with a character in a 5 minutes fight, and get completely smashed in 10 seconds in a 3 minutes fight because the "building up damage" thing.
And just being straight down to the case, even the picture says "horseman" and 6* R3, wich also implies higher base damage according to her rank, but also sinergy, not being overpowered as character on itself right from the beginning
She is better than before, but not gonna be a preferred option to a lot of fights. No need to nerf her.
I've been searching for days and still haven't found drop of utility. If anyone finds any meta relevant utility for Storm please report it here.

With one synergy with a good champ, you can add incinerate and coldsnap immunity. By applying the Horseman effect, you add substantial red number damage to her kit that bypasses damage caps throughout the hardest content in the game.
But rather than talking in the abstract: she will match up well against troublesome skill defenders like Agent Venom, Kingpin, Elsa, and other debuff shruggers. The precision on her sp3 will set her up well on nodes like Crit Me With Your Best Shot. She will laugh through Power Shield and similar nodes. She can handle both Buffed Up and Diss Track. There are many, many other situations that I haven’t yet listed.
Yes, she is first and foremost a damage dealer. That’s definitely the intent with her. But to claim she doesn’t have “a drop of utility” is wildly overreaching.
The only plus she gets is from her immunities, of which she does have an admirable amount, but nowadays it’s a very rare occasion that all you need to counter a fight is immunities. Bleed, poison, incinerate and coldsnap. All great to have. And you can’t even really efficiently use her for path 9 AW.
She can be immune to incinerate with a synergy, and poison resistant with Prof X. But you can’t ramp prof so that doesn’t work.
She can be shock immune, but only bleed resistant with Apoc. Are you really gonna make storm a horseman for 2 fights? What if those fights require any sort of utility?
And plus, aside from war there are very few situations where you’d need all those immunities. I get the argument that she covers all of them, but unless you need all at once, why not rank up a better incinerate immune, a better shock immune, a better bleed resistant etc.
PLUS, you only get all those immunities by bringing storm X fully ramped prof X and Apoc. Without them she’s just shock immune. That’s a lot of investment in a team just for a non-utility champ like storm to have immunities.
I don’t know, I just don’t think she has a lot going for her except for damage.
The idea she’d get nerfed when Hela wasn’t is frankly laughable

I love the buff because the kit does one thing well — DPS — and is close to what I think Storm should feel like to actually play
If a kit needs multiple synergies to take anywhere to actually use that DPS, then honestly, it’s not worth a nerf. People will play it for fun and test it on easier matchups, but when it’s time to clear something, people are going for as much utility and damage across multiple types of characters as they can get
For instance, if I REALLY REALLY REALLY need to clear something, I am taking some combination of Doom/CapIW/OG Vision/Apoc/Magneto/Silver Surfer/Bishop/Torch.
Storm is much more fun to play and I really like the buff. I would like to see more buffs like that because all characters should be eligible for a rank up based on the kit being good enough to clear content if you really want to use it
But it’s not a buff that needs any kind of tunedown
