Firstly, some handy utility he has besides his stun lock: Fury buff, poison immunity, fury convert to weakness (Rage node), armor break (must have an armor buff active).
But the real reason you are here is for the cheesy goodness that is the stun lock. All of the following figures is assuming you have parry 3/3 and stupefy (stun duration mastery) 3/3, and in the absence of limber and tenacity. In order to stun lock, you need your sig to contribute 2.00 seconds to the stun. You will need to pull off at least a MLLLM MLM LLLMM combo in order to sustain your power, but MLLLM MM LLLMM with a romance synergy or two (or just Mojo) works as well. Here are the sig levels for each minimum buff count for stun lock:
3 buffs: Max sig + maybe a romance synergy
4 buffs: sig 102+
5 buffs: sig 50+
6 buffs: sig 20+
Now, a list of unnoded champs that he works with at each level:
Ægon: 6 buffs
Red Skull: 8-9 buffs
Venom: 8 buffs
Black Bolt (duped): unlimited
Colossus (duped): bait L2 until there are enough permanent buffs to work with your sig level
Cull Obsidian: 10 buffs
Heimdall: bait out a few heavies so he makes the buffs permanent
White Mags: enough buffs
Civil Warrior: UNTESTED If you get him to throw an L1 duped it should be good enough to get the armors back up high enough to where you can maintain the 3-6 buffs (depending on sig)
Howard the duck: easy if you can maintain furies
War Machine: once he triggers empty the clip (honestly any mystic rinses him too)
Odin: UNTESTED you have to let him ramp up his buffs a little bit and it’s good to let him get off an L2 to refresh his buffs (he needs odinforce for that), and then while you remain in striking distance, for instance, stun locked against a wall, his buffs will he paused.
Fully ramped carnage: 5 buffs
Keep in mind this is unnoded: if there is a node that provides even a small number of buffs, there might be potential for a stun lock there. Of course any time there is a halved power consumption on specials, you can stun lock with no buffs at all (although you do need to get all your inputs in fairly cleanly).
Any resistor node or chitin nodes (or the aggression: armor but it gives armor buffs every 3 seconds that they aren’t hit) are no sweat, but you knew that already. This is less obvious, but people like Ant Man and CAIW who glance attacks, unless they have an exorbitant amount of buffs to where you can get off multiple specials, will not work for Ronan.
Other uses:
The Champion: because he nullifies furies, Champion will never go unstoppable unless he gets REALLY passive.
Caustic Temper: has fury buff and is poison immune
NF: Nullifies the fury buff (makes him marginally easier to deal with in phase two)
OML, Groot, other buff heavies who don’t want to get stunned: Groot has reduced debuff duration which leaves too much to RNG for it to be a reliable stun lock (in case gentle giant is being finicky), and of course OML has temporary buffs after throwing specials, but don’t forget Ronan gets increased attack for each buff the opponent has, so he will be able to put up very respectable numbers. The description of the damage boost is bugged right now (it has the text from Rocket’s sig) but hopefully it will be fixed by next update.
Nova/Guardian: he nullifies fury/armor for less annoyance
Obviously not the best but definitely the most cheesy champ out there with some alright uses outside of his niche. Did I forget anyone that works with stun lock or is countered by his anti-fury/armor up buff abilities?

And if u use combat power rate synergy from

Archangel with 2x psylocke 15%
Then u can stun lock a lot easier with fewer buffs on the opponent and if there is no limber involved u can even do it without the opponent having any buffs by doing sp1 when near sp2 and then do MH MLLLM sp1 over and over

Also I mention romance synergies so idk what ur going on about saying I didn’t mention either
And to your point about buffless, that’s a Hail Mary lock, not an actual lock, which only works when healthpool isn’t all that where there might be better burst down champs like G2099 or smth.
