As 4*s, it doesn’t matter a lot.

However, I found Elsa more useful in act 5 with her evade counter

Elsa’s busted debuffs also Ignore resistances which is incredibly useful in 5.3

If we were talking 6*s I'd have said Hit-Monkey easily, but as 4*s they both do the job of getting you through Act 5, so it really boils down to who you enjoy more.
