Falcons locked on bug?

I thought Falcons lock on stopped all evades. Well it didn't stop Mr F during Cav EQ. Don't know if it's a bug or just something about the game that doesn't make sense.

He can stop everyone else's Evade....but NOT Mr. F?...or...a bug?

It's not a bug, it just some calculation, here how it works, you scan him first so he got 100% but at the time he can't evade actually so mr f defensive ability is actually reduced to nothing, only 0%, mr f got ability where if you or him got debuff, he will have chance to evade 5% for each debuff, example, after you give him lock on, he give you 3 debuff with his sp1, you give him 3 debuff because of the local node, it will become total of 6 debuff, so he had 30% chance of evade, but because of the debuff came after the lock on, he got the chance to evade because of the 30% chance

Here the calculation

No debuff + lock on = 0% evade
6 debuff inflicted after lock on between you and mr f = 30% evade

0%+30%= 30% (silly calculation?)

To be safe, i recommended you to lock him after there is many debuff between you and mr f
