Who should i rank up?

Both champs seem really neat
Warlock already seems decebt and cull obsidian rout damage is INSANE I want to rank him up but
I want a professional help

Rout damage for short time is not very useful for later content. Whereas warlocks utility along with decent damage makes him a monster. And a 6star warlock is even better. He is useful for sooooo much content. Anyone who tells you to rank up cull is just a fan boy.

While yt vids can be used to gain significant knowledge about certain Champs, they most often do not give the correct interpretation of a champions original sense. The gameplay u see is with maxed out cull with max suicides(sometimes), max boosts almost always and full synergy team which is not the ideal conditions to play him every time. So always try to use a champion yourself before choosing him as your next rank up decision. U can try both warlock and cull in quests and see which champion comes in clutch not for just one quest, but various quests such as act6, variants, eq, sq and act7 etc. It will greatly help with making your decision.
