new champion rebalancing system question

A few months ago, the new system was announced, and everyone was up and arms.
Then a smattering of sample champions were rated, and everyone disagreed with them / made their "own rating system".
Things go delayed a bit, but the system has "formally live" now for a couple months... so, could someone please explain how it is supposed to work?
Like weren't we supposed to get a "target score" for a champion... then data would be gathered / compared to the score, and the champion tweaked if necessary? Without the target scores being announced, how are we supposed to be able to actually make a comparison, and potentially see if a change is likely? How are players supposed to know if the champ is "functioning as intended" if the players don't have the targeted scores?
Could someone perhaps give a theoretical time table as to say... what Scorpion (I'm picking a random new champ, pick another one if you want) score is supposed to be... when the evaluation period would happen, and what kind of announcement/timing it would take to then tweak the champion up or down (we all know that isn't an instantaneous process)... and at what point in the process would players be told that a change would be forthcoming / be educated to take appropriate caution when considering ranking up the champion?
