War attacker bans and defense tactics missing?

So last war I was able to select this and we won the war. This upcoming war, we stayed in the same tier and I don’t see these options as an officer. Why?

You could be fighting an alliance in a lower tier and the map difficulty lowered. You’d have to paste a screenshot of the war. But you have to see if the map lowered.
