Need some clarification

Cap marvel sig ability sys it will generate indestructible bufff when it enter binary mode...cap only generating indestructible buff after getting 25 energy...if we enter binary before that it's not generating indestructible buff ...why is that

Sig says above 20 charges, if you enter binary below 20 charges no indestructible
