Seems to me it'll definitely be 2 from either Quake, Kingpin and Apocalypse, but hard to say who.

My r4 KP really hopes it's Quake and Apoc.

    It can't be torch as he's in whitelist this season. The most banned champion from this season would be banned globally.
    However there's this possibility that Torch could be most banned the season after next and be global banned after that season.
