Doom vs Scorpion to R4

I have everything ingame 100%, and dont run suicides. Who's the better R4 option

Doom needs to be at sig 200 to reach max potential. I think Scorp is fine as is

Stun cheese is what makes him fun. He becomes literally a beast when at sig 200. I'm saying doom sig 200 > Scorpion sig 40 > unawakened doom.
