Is Despair broken?

Just took down an R4 Doom boss in AW with Titania, but suspiciously be was still regenerating like crazy even with double digit debuffs on him after her SP3. Is there something I'm missing because this should not be happening with 3 points in Despair? 🤷🏻‍♂️

    Even if accurate he was regenerating at 1600K/tic. That's not 15% if what it would be otherwise that would be stupid broken

    Correct me if I’m wrong, but your opponent was running conduit defense tactic. One of the main things for that is regen rate can’t be changed. So despair would never activate. If they weren’t running that then I’m stumped, but that’s the easy explanation.
