Is there a nerfing list somewhere in the forum? I saw someone post in global that galan was on that list and he getting nerfed soon, I wanna know if i should rank him up

There's no list. You got bad Intel and they confirmed that they're not making changes to Galan.

The only change they've made that could technically be classified as a Nerf was adding a cap to Wiccan buy it was a necessary one that hasn't affected his standing within the community.
