Dedicate less time, get less rewards = Low

Cannot dedicate even 15 mins daily = Please don't join an alliance and let down your team mates.

Depends what kind of ranking talking about but since there was no mention of AW (which is only one that would be hard to be high ranking and no active) it's very easy to have a high ranking alliance that's not active.

There are numerous retired or semi-retired alliances that have elite accounts but do bare minimal in alliance stuff. My alliance is close to 100 million alliance rating but we have minimal activity, do map 5 AQ and hang out in silver aw with just one BG aw during seasons. We just don't care anymore but play at levels that are fun.
