AI being really reserved with throwing specials

I've noticed for the past few days that the defenders are really not throwing specials. It's been in most game modes like story quests, event quests, side quests, and especially arena and battlegrounds. I am not kidding when I say that a defender was at 99% power and wouldn't throw their specials for over a minute.
Has anyone else experienced the same?

    Yes. Especially this patch. And like you said. Especially in arena. They just stand there And walk you down for 30 seconds at a time. Literally not even blocking until you attack them.
