Why is it that the Livestream Twitch is only mentioned via in game message and not here on the forums or on their twitter account?

Probably because when they only communicate it through the other mediums people complain that not everyone is on the forums. They get the info to every single player by sending it in game, there isn’t much need to communicate it elsewhere. If people miss seeing an announcement like that in the game then they probably don’t play enough to care about a livestream.
