Is AI choosing whatever sp it wants??????

I'm fighting Sasquatch in TB EQ 1.2 with BWCV. Is it possible for a Defender to have 2 bars of power and give an off an sp1??
I"m expecting Sasquatch to take a swing during a sp2, and I wasn't expecting a boulder tossed across.
I'm reading the nodes and I don't find anything on this.

Possible you drained his power? Was he close to sp2? Sometimes a frame can be off visually

This happened to me by a Ronan in new eq he had sp3 and used sp2 instead I had hiemdall in my team so was expecting to tank it nope got kod because I was using herc and had buffs

I wasn't hitting him, just baiting.... actually dancing back and forth trying to get sassy to shoot off with just 2 bars of power he had.
Back and forth dancing till I'm hit with an sp1 and sassy had more than 1 bar of power left.
I never had this happen b4.
