Pulled 7* Joe Fixit: What do I need to know about him?

Honestly, I'm not even mad. Out of six 7*s, I've gotten Sauron and Wiccan, both of whom I'm very happy about. So even if Joe Fixit feels like a let down, I'm okay with it.
However, I've seen some mentions around here and/or reddit that Joe Fixit is actually kind of good? I've read up on his kit and I get the general gist of him, but I want to know is how to best utilize him? What's a good rotation for him? Does he needs his signature ability (which I don't fully understand) to be good or is it just an added bonus?

Pros:
Poison immune, life steal, increased attack, increase combat power rate, and block penetration.
Huge damage, great bleed damage on SP1, access to stun on SP2, weakness, petrify, and more on specials.
Cons:
His cards are blank after specials so you essentially need ramp him up for every special then you don't get the benefit of the randomized cards after the special or the 7777 jackpot (increased debuff duration, crit rate, armor penetration, increased power gain, or all of the above with jackpot).
Unduped he's definitely middle of the pack so hopefully you can dupe him eventually.
Made this specifically for people pulling him from the 7* crystal (very jealous ☹️) hope it helps!
The added complexity really makes him underrated. Way more fun to play than the other Hulks IMO.
His 7* version is a monster. I use him in t4/5 wars and he clears defenders with ease. His Regen is really good, plus those bleeds stack really well.
Pair him up with Kingpin and give him 100% rage purify ability. He takes KP to the next level
One thing that isn't clear to me based on the kit description: Does each successive card stack the amount that card does? For example, does four hearts mean 28% life steal or four diamonds mean 100% block penatration?
