What does that even mean anymore?

There should be Paragon, Thronebreaker, and Cavalier offers also.

I'm just guessing here, the offers are tailored for certain progression levels but there isn't an offer for every different progression level. The in game mail is too lazy to indicate the current offer is only tailored for x progression levels.

Most offers like this are progression based, and they are progression specific in different ways. Some have different offers for each individual tier, some have offers only for certain tiers, and some use cut offs (i.e. everyone below UC gets the UC offer).

It isn't so much laziness as it is there's more work that goes into those in-game messages than you might think, because of localization. Every time you make a custom message with custom details about an individual offer, that has to be translated into every language the game supports (it currently supports sixteen languages). More generic messages reduce the amount of work to localize them, and also reduce the chance that a message will either get mistranslated or fail to get translated and some players not get the appropriate message.
