It is about a one percent change for each bundle purchased, or about a one in fifty chance to get her as a 7* for everyone who buys the limit (two). Which is fairly lucky for any one player to land, but anything with a one in fifty chance of happening has probably happened to dozens if not hundreds of players.

My guess is that it is probably at least a hundred someones have pulled her by now.
