How do we get the 4 Mastery Points now?

So I never explored Act 4 since I wasn't exactly in the competitive high tiers of Story, Arena, BG or Alliance, so I never saw a reason to spend the energy and time to explore it since the only real rewards was the Mastery Points due to the early game power creep. However, now that's apart of the completion rewards which I don't get, so I just miss out on the mastery points completely? Am I just never able to truly compete due to this advantage?
