Question about Legends event 7* selector

I might be wrong but I thought this was for Paragon only.

Is there any way at all that an uncollected account could have a 7* Emma Frost?

    The legends crystals had a very small chance of dropping the selector

    Yes. Selector through tokens was for paragons only, however a person could still pull a selector from the 7 hour crystal if lucky enough.
