Gladiator's Gauntlet tier 9 is locked

It seems that there is a problem with tier 9 of the Gladiator's Gauntlet, it appears to be asking for Strontian Crests to enter the quest, but the official post says they aren't needed:
"Tiers 1-8 contain Quest rewards (remember that you can get these rewards multiple times), while Gladiator Tier (Tier 9) does not."
Here is what I see when I try to enter the quest:
Anyone else having the same issue?
