Tier 9 has objectives tied to them. Tier 9 doesn't have an entry fee. Tiers 1-8 have an entry fee.

4 entrys to get lvl 8
30 entrys of lvl 8
15 runs without entry cost of lvl 9

This is the way we will get the best rewards.
