Battlegrounds can replace AQ

Walks in the park can replace AQ. But if you mean add all the AQ rewards to BG and remove AQ, then no, Battlegrounds cannot replace AQ. AQ is an alliance-based activity, Battlegrounds is explicitly intended to be a predominantly solo game mode.
