Not landing L1&L2 as a combo

I am having trouble with several characters where I am unable to use an L1 or L2 attack as part of a combo. I land 3 hits of a combo press for a special attack, which doesn't trigger as part of the combo, my character pauses, my opponents block, my L2 launches wasting the attack.
Please tell me it's not just me??

    I am only having issues landing a l1 or l2 if I use it after the 5th hit.

    I have that issue which is why I dropped a combo to 3 hits and it still happens.

    It seems to be happening a lot more now and with a ton of champs. L1 and L2 are getting blocked even after just 3 or 4 hit combos.
