Bleed 100% health/30 sec node vs rogue??

Wondering if anybody knows the answer to this DEFINITIVELY … On the bleed 100% health over 30 seconds node; does that count as a 30 sec debuff? If so, it would stand to reason that since rogue decreases debuffs 70%, it would only last 9 seconds and only drain 30% health???

    Would also appreciate a definitive answer, usually just use bleed immune but I always wondered if rogue did this. How about degen node or poison node? Do they work like LC or DE?
