Is ascension the equivalence of a 7* r3?

I assumed with the 22% increase and P.I increase that it was pretty much like a new level up and making a 6* ascended the same as 7* r3 but I just want to confirm my assumption

more like amped up r2 and sometimes just r2, depends.

A Max Ascended 6* is just under a 7* R3.

However, you also have the benefit of taking them to Max Sig, which isn't so easily done for 7*s.
