Why am I missing 1 mastery point?

I noticed that about a week ago the I had 2 mastery points finally show up for me. I didn't notice till now that I only have 59 points and not 60. I'm confused so I'm asking for help here if anyone can help or if this happened to anyone else?

    Have you completed necro? If not, that’s where you would get the extra point

    I thought that was the Necropolis one was how you got 61 shouldn't you have 60 normally. I'm a lvl 60 Paragon so I shouldn't be missing any since they finally sent them out.

    There were 59 available before Necropolis. So anyone who did an initial completion of Necropolis should have 60.
