Depends. But prof x is someone who can work in most situations. Just parry and throw a heavy, then never throw specials. Opponents can't evade forever (except few psychic shielding champs who don't have evade in base kit anyways).
The most underrated evade counter is Korg, after 2 evades his unstoppable and unblockable will activate and you can just go ham against them. He's pretty much unstoppable and unblockable the whole time afterwards. Not saying he's a great attacker but he has his use. It'sactually very funny since you just keep going unstoppable and unblockable when the defender keeps evading.
