This is tough since it's a resource rank up. If it's for BG, I would say CGR since he's not going to be a 7 star anytime soon and with so many rank 2-3 7 stars out there, the extra bump is needed for BG.

Depends how deep your roster is but as captain_rogers said, try to use the rank up gems on 6* and keep the catalysts for 7*.
