Reason she isnt immune is she came out very early before incinerate became popular as back in 2016 it was just bleed and poison immunes only

Considering Phoenix flew into the sun to trap herself, yeah, the reasoning is a bit iffy on that one., lol.

As for NTW, maybe they consider her ability to be potential energy. Once it builds up, she releases it into kinetic energy which incinerates the opponent. Technically, she doesn't have to be immune to incinerate for her abilities to work that way. It's a game, so not everything has your typical rhyme or reason.

Nimrods main damage being shock but he's not immune to it.
Alot of champs aren't immune to their main source of damage, really.
Just because it's a champs main source of damage doesn't mean they should be immune to it, either.
