He didn’t just say that they were characters, but threw off a pool of characters from the monthly 2* collector’s crystal, which contains the names of the August characters. Sometimes the Kabam add new characters there, but that's a big rarity
This pool also includes the newest 2* characters, such as leader and patriot, etc.
