Is Quicksilver bugged?

Doing the SoS for this week.

I used Silk for the spider-verse objective. Worked great since she has this ability.

This allows her to dex Photons specials.

Because of said ability i thought Quicksilver would do great since he has the same ability

However it doesnt work for him and he cant dex Photons specials.

What am i missing? The abilities read the same way with slightly different wording. It feels like this ability is supposed to function the same but for some reason does not.

    For some champs you have to turn of dexterity mastery to use that part of the kit

    Only Silk and Nightcrawler can dex undexable specials with the dexterity mastery enabled. For Quicksilver, spidey99, and others with a natural evade, you will need to disable dexterity to dex it.
