Why is Red Skull Power Draining Hulking and Galan?

I have played this matchup more than 3 times and I thought I was doing something wrong. But when I went back to look at Red Skull’s kit, it says he “Power Drains”. Why in the world is he power draining hulking and galan when they are both immune to it? Venom would also be a good matchup cuz he has power drain immunity too, but I doubt he would work either.

No, not at all.
He can win, certainly.
But it'll be slow because (as you've said yourself) you either hit into block to go Unblockable, and take the ensuing damage; or you patiently wait out the Autoblock like everyone else.
Basically Hulkling has to fight Red Skull just the same as everyone else does.
RS used to be “drain and do damage”; no drain, no damage.
New Improved RS is “drain. do damage.’ separate conditions, not dependent on each other.
Of course this is a 6R5A not a 7R3, but at the same time I'm not very high skilled, sure better players can do better.
I'm sure there will be many more experienced players that will give you an extensive list.
As far as I know I think these champs does decent against Red Skull.
Hulkling (as shown above)
Vox - Spam SP1 and bate SP1
I would assume Medusa and Scream should do well.
I don't have Gorr, but also assume he does well, I don't have no experience of this.
I have also seen Fintech took Red Skull with Valkyrie (max sig), build up combo by hitting (not into block) Red Skull, bate out SP2, throw your SP2 into Red Skull block.
Kushala is good because as you get blessings, her ability accuracy increases which means you can parry reliably even when he is at 10 armor ups. Her sp2 will do a lot of damage as well
Shuri is good because he ability accuracy can't be modified so you can parry all day everyday.
Howard is good because he armor breaks a lot with his heavies.
Duped gladiator can prevent red skull from getting armor ups (at least I'm pretty sure he can, haven't tested myself)
Everyone Fryday mentioned is also good.
The real things to watch for when looking for a counter is champions immune to AAR, armor breakers, autoblock bypassers, or anyone who can reliably heavy counter his sp1.
Know how to punish his sp1 with a heavy and you can pretty much use anyone.
He totally ignores the effects of armour on his Parry-stun; and True Accuracy let's him deal with Autoblock easily.
