Nobody in the forums is responsible for banning cheaters, and the people who are don’t need help tracking down their IGN because you’re directly reporting their account in game. As has been said elsewhere, the rule has always been to remove names (not a new thing as your comment implies) because people are often terrible at identifying cheaters and creating witch hunts on the forums doesn’t help anything.

It's not a matter of normalizing, it's a matter of what is against the rules. Cheating is against the rules, so cheaters (should) get banned. Posting names on the forums while making accusations of cheating is against the rules, so those who do so have action taken against them as well. Usually it is in the form of the images just being removed, but it can go further than that. There are also many cases where these accusations are made and the one making the accusations is incorrect. That is not fair to the one they are accusing. It is better to have a blanket rule to protect innocent players. Nobody is saying don't post names because we don't want to know who the cheaters are or because we don't want them to be caught. We remind people of the rules for their own sake. Why would you want to risk your own privileges just to publicly shame someone?
If you feel the need to share names in an image, attach the image in a support request or in response to the follow up email after reporting them in-game.
