Buff steal vs Serpent

Just tested Ebony Maw (6 r1 unlevelled, awakened) against my Serpent (7 r2 sig 20), in practice mode.
Was just curious, how good this matchup can be.

After many attempts realized that it is practically unplayable.
Ebony Maw can steal power gain buffs and nullify Fury, which in theory should be awesome against Serpent. But in reality after each heavy and power gain steal Serpent got cullforce charge.
Doesn't sound like a big deal? Well, it is. At 8 charges Serpent starts doing burst dmg with pierce passive.
With constant buff steal he gets to 8 charges very quickly.

Now to my question. Is that even supposed to happen? In Serpent's kit it is mentioned, that he gets cullforces charges when his buffs are failed by ability accuracy and immunity, but nothing about buff steal mechanics.
No mentions of power steal either.
Is that normal that he gains charges after Ebony Maw steals Serpent's power gain?

    symbiote supreme, hood, wiccan and diablo etc. are also good choices against serpent..................

    He also get charge when his personal buffs end, pretty sure that's what buff steal does

    He shouldn't. I've tried Loki against him (check out my post), and Culforce drop by 2 every time I knock down by sp1. Maybe it's the power steal that's an issue, because Serpent gains Culforce on Power being drained or stolen.

    He gets 2 on power drain and burn, not steal. Otherwise White Tiger would have been horrible, Shatra as well.
    The fact that Loki's buff steal doesn't trigger cullforce makes me think that there is difference in a way how Maw's heavy is coded.
    If it is, then we have inconsistency. I want clarification on this, because i don't understand what causes cullforce to be gained.

    With Maw, my strategi is to have an SP3 ready when he starts his regen and crazy powergain > falter, striker and sp1 will keep him bizzzzzzi before he dies.

    Plus he can nullify Serpent’s fury buff, reducing the block damage

    I did the same fight but I believe you can just throw a combo, relic, then a heavy which times out the DM buff(otherwise parry and throw another heavy) and power steals some power so he don't have 3 bars of power. Then play passive and kill him off.

    Against 7 r3's in bg's that are left and right its gonna be another story
